ROY SKINNER, senior Vice President, Project Siting and Execution
Roy is Senior Vice President of Project Siting and Execution for Candela Renewables’ project development activities. He leads the early siting activities, including site screening and real estate acquisition. He is responsible for ensuring that all project entitlements are received and project sites are free of title and mineral encumbrances.
Prior to Candela, Roy was Director of Project Execution for First Solar, where he managed the transmission, real estate, and permitting functions. He oversaw the permitting of over 30 solar power projects totaling more than 3,500 MW and helped create one of the industry’s largest pipelines of utility scale solar power projects.
Before First Solar, he was an independent energy consultant, providing client support for permitting, compliance, and real estate activities for power projects, and due diligence support for mergers and acquisitions, including supporting NextLight. Roy has also served as Project Development Manager and Permitting Manager for PG&E National Energy Group, where he was responsible for the development of gas-fired power projects and managed environmental permitting and compliance for a variety of large, utility scale power plants, including gas, coal, and wind.
